Of course, you can eliminate most problems by having "no hoarding rules", but that is not the best solution to hoarding.
(Since you need to take farms 2x-4x as long and do not gain maximum drachmas/crops)

Share the url you generated to members of your league and faction (with faction chat and League Mail, Notice).
Ask all your members to look at the Hoardsheet and record what they are hoarding, what trader they have.
(Do not use more than 1 hoardsheet for your faction, you should all agree on which one to use)
Remind players to look at the hoardsheet if they are not.
Active players are all very likely to use the hoardsheet.
