The higher your Assembly Level, the less laurels you will get from NPC and Legion.
Here's a table of Laurels gained per level relative to NPC:
For Legion: The base laurel is displayed. Actual laurels you get will depend on your level and Declaration of War Techonology (lv 60+).
For individual NPC : The actual laurels gained from NPC is displayed in attack box.
Im not sure what (without tech) means in your table pluton so im assuming it may or mayn not have some impact on my reply. Just wanted to add that at Assembly 16 levels lower than legion, it gives me 300% laurels. Im Currently running EGL (lvl 122 map with base laurels @ 1600) with a lvl 106 character and getting 4800 laurels.
1600 x 300% = 4800 laurels

Therefore, 200%x150% = 300%
