For example regional battle is set on 19:21. I am live in another city.
What minimum time required to move to city with battle?

You need to go there 3 hours before.
So, you need to move before 16:21. 16:00 is a good time to move.

One more question.
We are athenian.
Starting FOR - Mycenae 47%, Lorenzo 41%, Pelion 50%
1) We won attack against zeus and Pelion become ours. (Mycenae 47%, Lorenzo 41%, Pelion 30%) 18:56
2) Lorenzo lost to Pelion and Lorenzo become zeusian. (Mycenae 47%, Lorenzo 21%, Pelion 30%) 19:21
3) We lost to Lorenzo and Mycenae become poseidonian. (Mycenae 27%, Lorenzo 21%, Pelion 30%) 19:51
After this battle I was sure that wars are over. No one can start war aginst other side etc.
And we ordered to increase prosperity and move to home cities. We got 46% and Mycenae become ours again.
Zeusian do the same and start war against us.
When the war time deadline?

I don't know what you mean by "start war", but Zeus can declare another regional battle against Mycenae at some time before the current regional battle schedule (~17:00), but that battle will happen 4 days later.
Any faction can continue to attack/invest at anytime to gain FOR.

4th battle at that day started at 21:06. Pelion against Mycenae
Is there are deadline of battle time?
i.e. what time of last region battle?
