I suggest you focus league contribution on: (in order)
0. League Level
1. Levy, Transaction contribution
2. Military Order
3. Arithmetic
Spread drachmas on the rest of the technologies when the above techs become too expensive.
(League flag is the MOST expensive technology and Camel the least expensive.)
Farming tools and supervision are maxed last. (Because you won't need lots of crops when hoarding safely )
