Basically you want to max your orefield(assembly building in gem town) first, followed by mines(more gems collected by gatherers) and camp(more gatherers) to get the most out of your gems. These are the 3 basic buildings for gathering gems every 24 hours. This equates to about 100k ores, or 100 gems collected every 24 hours for level 130 orefield, camp, and mines I and II. At 130 you also get refinery, which allows you to refine using 3 gatherers every 2 hours or so, giving you an average of ~20 gems with maxed refinery.
