And Peneus has higher base stats? let's compare all possible heroes (Syrinx, Hector and Chiron aside since at this level they can't compete):

Heph, Isis and Mist are sheer winners by stats. They are the best front line you can present. Aslepius is a great front line mage since his effectiveness isn't reduced from damage. Notice vs Anubis I don't have Charon. Psamanthe is in because she supplements the damage Heph, Isis and Mist do, helping them kill their stuff faster. Frankly if I want to rely on luck I'd use Telchines. At least he can send multiple units into chaos. Epimetheus isn't even on my radar anymore. He hits only 50-60% of the time single target and low stats. I want consistent damage round after round. Mist, Isis, Heph and Psamanthe deliver that more consistently than any other team, with maybe Charon as the other consistent mage. I just hope the poet stats in Olympia are high. If so Psamanthe might leave and I might sport 2 healers.
I suspect once Isis' weapon is maxed her damage will bypass heph's damage.
Use Peneus as you will, but you may burn a whole lot more divs trying for that one streak of hits than if you focus on more reliability. But to each their own. Do what works for you. I can only tell you what worked for me and show that an all mage build can be successful and downright scary.
As for equipment, at that time for anubis it was 3 close to maxed ares, maxed purple books on all but healer. No Zeus cloaks. yes I'm 67% through Nils without a single Zeus cloak equipped. (Yes I am commissioning for them now)

What you see there is a maxed book, maybe 11.5 or so MJ. Isis is triple washed with all washes above +140. (Did I mention elementalists are expensive?) You can get away with double washing Isis (valor and elem) but spirit attacks will rip through her. Enchanting is around +50 for each stat total. But Isis needs that purple weapon to compete with Heph.
So still far from max damage. Enchanting purple gear is just a tad expensive, so it's taking a while to get high stats.

xario: the elementalists are really nice and not boring but they are much weaker than normal BMs. they are just TOO expensive. and the most stupid part is: a BM user with maxed kylin and angels wings attack can 1shot 3 mages with 3 maxed zeus cloaks(and maxed spirit washes). thats a bit crazy.
