it is quite simple, if u are lv 140 then do the following.
orefield straight 120, foundry 120, orefield 140, workshop 100 (no higher, it is a waste), then you can up camp max, then mine 1 max, then refinery max, then mine 2 max the rest you can use your judgement and ask advice on server, i find the smelter most usefull as it halves refine cd, but after around lv 110 to 115 it gives little reduction, so I topped mine off at 115.
Naturally if u are lower you will miss out on workshop, this is unfortunate, you can still up it later, but at this stage it's reward is very limited.
