In a nutshell: Lowest level player goes first.
The fighting order of the Legion or Faction Battle is arranged by your level. You will have a fixed position according to your level among the players when you enter the battle field. The low level players would be put in the front, and the highest level players would in the last.
Here's the numbers arrangement of the fighting order:

If several players lvl are the same, they will be arranged randomly. The order has no relation with VIP status. Should this change it will be posted as an 'added advantage' on the VIP page.

You will notice that they may not always come out exactly like this due to the way the fight is computed internally. Some battles will take 20 rounds so you might see a level 120 come out while level 110s are still behind the lines, but in actuality the 110 technically fought first from the computer's viewpoint.
