fatigue is 1% for every two attacks after the 50th attack. It resets after being sent home. (for example, if you have launched 98 attacks since last being sent home you will have 24% attack and defense penalty)

for development zones, if you get sent home or relocate you will lose 80% of what you paid to start construction.
